As of today 9/24. the 38 cal 148 grain HBWC are available on the Speer website.  I just ordered 1000

I have used both. Have no reason to like one over the other except I like the dry lube speer uses over the sticky lube that performance uses. From an accuracy standpoint I found no difference.

I've had problems with the Precision Delta 148 HBWC,  leading with both my model 52 and my revolver.

The Speer is the only HBWC I use now.

Try using 45-45-10 lube on those PD bullets.

PD also has a "match lube" bullet that is a dry lube, I have a box but have not tried them yet.

I checked Gunbroker for primers last night - lot and lots for sale, at highly inflated prices though.
