Large dealer I talked with says he hasn't even got the NYS letter of rules and procedure. But it will raise prices.

Yes background check for each ammo purchase. SAFE ACT tried to regulate having each brass case and bullet head etched/laser engraved to be sold in NYS , but technology not there to support. Instead going to tax/ financially penalize people to death. I don't understand a NCIS background check compared to NYS now accept costs more.

NYS is just as nuts as Kalifornia; here we've had "background checks" (aka extra state tax) on all ammo purchases since July 2019. It doesn't matter if you're buying a 50 round box of 22lr or 10,000 rounds of cannon fodder. Just another dumbass government tax on lawabiding citizens - it seems they don't realize actual criminals aren't going to waltz into the local gun shop/sporting goods store to buy ammo.

I cannot wait to go on the "Gun Nut" list for buying a couple cases of 22 each year. Our local news routinely reports an arsenal of guns and ammo when they raid a house and find over 100 rounds of ammo and a few rifles. Wait till they try again to push for the 20 rounds a month limit on ammo purchases. I have 5 more years and I am out of here.

Up to 09/13 dealers had to maintain a database of all ammo sales. Only they had the info. Now the NYSP will be building that database. They will know what calibers you are buying and what quantities.
Expect they will compare to the required pistol permit recertification and assault weapons registration.. Opens up a wide list of concerns. What can they do with all that information.
I have transferred almost a 100k rounds in August alone. Expect that number to be zero after 09/13.
Presume many shooters will be buying out of state, at their vacation home or sending to their out of state relatives.

The most recent dealer I spoke with claims he doesn't even have the NYS letter outlining the laws and procedures. When police raid a home, they frequently discover more than 100 rounds of ammo and a couple rifles. These discoveries are regularly reported on by our local news.

I have received the letter twice from NYSP. One in hard copy and one in e-mail.
The FBI has been contacting all NYS dealers by their preferred method of Communication (Either phone or e-mail) that NYSP is taking over background checks, and providing the information necessary of having a NYGOV account in order to continue in business. The FBI was quite clear that account access for any checks will be terminated midnight 09/12.
One thing that has not been answered is what information will be required for ammo checks as they are from a NYS database and not using NICS information.

I witnessed a LEO in uniform trying to buy ammunition in a Kommiefornia gun store. Long story short, he wasn't able to purchase ammunition that day.

While in Cobleskill NY Walmart today I checked at ammo counter. NYS Sign is clearly posted on glass ammo cases. Only 1 person qualified with NYS for new system. He said for ammo you pay $2.50 for the check and wait. They thought people in the system could be ( Instant ) but it can go up to 30 days and time out.
Another person I talked with said a gun shop owner told him they are likely to enforce the "Limit Clause" that was originally in the SAFE ACT and limit purchases by limiting the number of checks you get per month.
Nobody has positively said if it's $2.50 per purchase or per box.

If I'm not mistaken, CA DOJ forces the FFL holder to charge a fee for background checking the ammunition. I have ammunition sent to a friend/FFL and he takes good care of me. I also believe in CA that if you've registered a firearm in the last 12 months the background check only takes a few minutes.

PER CA DOJ website, you have a Record in the Automated Firearms System if you've registered a firearm purchase on or after Jan 2014 (and have no current reason to be ineligible to own a firearm). Just asked two local FFL stores about ammo sales- one said cannot get access to the website yet, other says it has access, but no idea how long a check will take on this infamous day in NY state history.
An "ammo sale" is defined as any amount of ammo purchased at one time. A bullet or a case of bullets.
$2.50 for the state, plus whatever the store thinks is a reasonable amount to increase prices to offset the time and effort.
How about a judge with a backbone to contest this absurd ruling?

Did transfers today. Result was within a minute. However, NYS wants to know more info than FBI. Asked for occupation and job, current e-mail, as well as most relevant phone number.SS number appears mandatory! Not sure if you can skip it. Also asks type of firearm, and if rifle it semi auto, since you need a license for that in NY now too.
Caliber and type of ammo, as well as quantity.
Also, state required that dealers set up an automatic approved method of payment in advance to get registered, but had to reinsert all the info for each check. Time to do takes about 4 times longer than the FBI NICS.
Between license, and the check info, cannot imagine the amount of info they will have on LEGAL gun owners, but zero on the criminals..
This is the start, and expect it only to get worse.

LGS. I Handle NRA foundation transfers, maintenance, training and minor pistol smithing.
The law is, I believe intentionally vague about individual to individual. The wording is at best atrocious. Part may be intentional, but I think, as with most gun laws, written by politicians who have no clue about what they are doing.
