For 25 yds. I use 115 Hornady HAP bullets, 5.4 gr. CFE, 1.120 COL for 5" RO9, 1.150 for S&W 986, no crimp. This combo has given me the tightest groups from those 2 pistols. Caveat: I do not shoot competitively.

First, forget any plated bullets.
115-125gn bullets.
JHP bullets
0.356-0.357" diameter.
or
115-125gn bullets
L-SWC bullets
0.357-0.358" diameter
or
get a custom barrel with a 30:1 twist
or CZC Accu Shadow

One of the best bullets I have found is the Zero 121gn 38 super JHP.
Then, you have to find if your gun(s) like fast or slow powder. All mine do best with Power Pistol (but none would be competitive), but some CZC Accu shooters say they get competitive accuracy with Bullseye/TiteGroup. From my history, I am stunned.
The standard 1:10-1:16 twist is usually too fast for great accuracy with standard light bullets and I have never gotten good accuracy with a heavy bullet that should like the fast twist; however, each gun is a rule unto itself.

I just finished a 9mm and have used 126 grain fmjhp zeros with @ 4.2 grains of 700x. What little I have shot it I'm duly impressed with it. It's an Essex frame with a Caspian slide and a 32 twist KKM barrel. I haven't done any experiments with anything else yet but the way it shoots I have no complaints.
