Scope Ring Question Empty Scope Ring Question

I have a set of scope rings and cannot determine what type of rail they fit on.  The clamp is too narrow to be Weaver or Piccatinny, yet they seem to wide apart for a standard dovetail.  At the narrowest part (which sits closest to the top of the rifle) of the clamp it is approximately 12mm across.  At the wider part (closest to the scope) it is about a mm wider.  Here is a picture.

Bases look upside down? Weaver and picatinny are 0.835" wide (21mm) at widest point.

Those are actually small adaptors. When removed, the rings accept Weaver or Picatinny rails.  I'm trying to determine what size mount the adaptors fit.  Thank you so much for your help!

Might be adaptors for putting on .375 .22 grooved receiver like Steve inferred.
