You may need to remove the grips from it and soak the whole thing in PB Blaster.

What I don’t understand is when I first touched the gun I was able to rack the slide?

Re: Hi Standard Supermatic probem
This is going to sound dumb, but when you originally racked the slide was it pretty easy? And after that, did you dry fire, and now the slide is locked up? If so, it may be a strength issue. The HS mainspring is pretty stiff and you really gotta get a good grip to rack and cock the hammer back on the pistol.
If this sounds like you, hold the pistol in your shooting hand, grab a small towel and with your off hand, place your offhand with towel on top of the slide and grab hard. Push hands in opposite directions.
That’s the only thing I can think of that might fit your situation. The hammer may have been cocked when you first racked the slide, so it felt easy.

You may wish to avoid dry firing your High Standard. Impact of the firing pin may cause damage and deform the chamber.
The safe way to dry fire is to use something to absorb the firing pin impact- a snap cap, a plastic wall anchor, or a thin magnetic sheet, etc.
If you see a dimple at about the 2 o'clock position on the edge of the chamber, you may already have this damage. It can be fixed pretty easily, but it's best to avoid causing it in the first place. When you do choose to fire it, it's best to use only standard velocity ammunition.

Years ago the standard High Standard wound was your thumb hitting the safe lever when cocking.
