Northern Ohio got 3.7to 7.1 inches in a short period and then another one the following night.

In the distant past drainage was always a problem at Camp Perry even during moderate rain storms. I remember using an entrenching tool to dig trenches around huts and the big drains near the roads were always completely clogged. Of course if this was from a huge deluge, nothing is going to handle that.

My son lives in Fremont. We lived onn Catawba for 39 yrs.  *-28 he tolld me Frmont had  7+ ins of rain in 36 hrs the daysbefore. Catawba reported 9.1 ins  during the same time frame.

Even during light rainstorms, drainage at Camp Perry used to be a constant issue.

After 2013 they made significant drainage improvements on the ranges. We've had a couple of wet years since then and nothing like it used to be.

New huts are raised up and they have drainage in that area also.

A drive down Perry St in Port Clinton and one sees 2 or 3 lift stations to help drain the neighborhoods just inland from Lake Erie. If memorry serves these were installed in the 70's after a very a high water level period (20, 17 yr or other cycle as locals will recall). 
I was assigned to the area in '65 w/ OSP and auxilaries riding  along would point out areas that had been flooded in the past but it was hard to immagine then as they were quite dry.  

Going to work one morning in '72 I rounded the corner from Catawba to Sand Rd to find it flooded" That day we learned what theose older residents had been talking bout.

Often basements in PC are below the lake water level.
