cant send a pm without five threads

cant send  pm to members without five post willing to buy some stuff. i can be sent a pm but cant send one back why? Admin.
this will be my fifth post i think

It is a method to keep scamming to as low as it is on this forum.  If you have 5 posts you should be able to post PMs.

I think the 5-post requirement is a good thing......I am on several forums and there are a ton of scammers and spammers out there!!
