Stupid Puertorican reloading law(explosive law)............

the reloading,is the most beautiful and creative activity,because the shooters make your own ammunition with the personal preferences.
here in Puerto Rico,the law is very restricted,because for reloading and buy powder and primers,the citizen need a license(the cost is $5 Dollars),want gubernamental documents,mettalic reloading course and send to the explosive division of Puerto Rico Police. after of this,the citizen have wait one year for the visit of police to inspect the place or reloading room. one of the rules, is reload outside of the house in an apart room with security lights,fire extintor,ventilation and in the moment of the reloading,close all room with only one person inside(the reloader). on the moment the person buy reloading powder,have 24 hours to reload because is inmediate use; for storage powder,need camera system for monitoring,public insurance for an accident,etc. reload here in Puerto Rico is very difficult,thanks to the restrictions. the police make 6 or 8 visits for inspect the place in one year.......................................... such is life. now the battle here in Puerto Rico,is the firearms law 404,declared inconstitutional,because all Puerto Ricans are American Citizens since 1898 and the second amendments apply to PuertoRican's. the goverment call privilege to a Right.
