I know the smart phones have an app for just about anything but anyone know of one for timed and rapid fire practice?

For the iPhone it's called "Bullseye Range Commands"

there are two for Droids

Bullseye range commands which has the 3 basic courses... Slow timed and rapid

Bullseye timer which I love.. it has the 3 courses but also has 1 shot( 2 sec) and 2 shot (4 sec) drills. which are great for rapid and frankly I like the 4 sec for slow fire.

You can also use the MP3 files without an app

I have an iPhone but I really like the bullseye timer app on android. It has a graphic of a turning target. At first I thought it was just a gimmick but now I see it can be used when dry firing to practice getting the first shot off as the target turns. I even emailed the developer a couple of weeks ago to see if he would make a version for iPhone. No response.

Normally I plug my iPhone into my muffs but I also have a Jam wireless speaker that I use when there are several of us practicing.  Usually any other shooters don't mind the speaker if we ask first.  In fact most of the time they will join in and we have even gotten a couple of shooters to go to our clinic and some matches.
