50ft targets at 25 yds
If all I had available to shoot on was 25yd distance, what size diameter bullseye target (if available) would I use to emulate shooting at 50ft?

you are shooting at 25 yards so you just use 25 yard target. You don't need to emulate anything they are sized to the appropriate yardage.

Are you looking to shoot the standard bullseye course of fire, but all stages at 25 yards?
If so...
NRA B-16 for slow fire at 25 yards (scaled for use instead of the usual B-6 for slow fire at 50 yards).
NRA B-8 for timed and rapid fire at 25 yards.

Not to cause troubles, and I could very well be wrong, but.... The black of a 25 yard timed/rapid fire target is 5.5 inches. The black of a 50 foot timed/rapid fire target is ~3.0 inches. If you correctly reduce the 25 yard (75 feet) target to 50 feet, you come up with ~3.6 inches. So the 50 foot target is not correctly reduced, it is actually undersized. Or am I wrong?

There is an additional calculation done to consider the fact that the bullet size is constant so they compensate by reducing the target further by some %. Not perfect because the same target is used for both 22 & CF.

This site has a pretty good comparison of the angular size of the targets and also shows the adjusted size taking bullet diameter into account for .22 and .45: http://www.indecorous.com/bullseye/rings.html

Re: 50ft targets at 25 yds
We have had to use 50ft timed/rapid targets as slow fire targets at 25 yards when we ran short of B-16s and had to wait a couple weeks for the range to order new ones.
Scoring the rings is not the same, but the target black is not too far off in size.
As long as we all shot the same target, it was not a big deal and we are informal, not NRA sanctioned, so no sleep was lost about it.

What I am trying to come up with is a bullseye that looks the same at 25yds as it does at 50ft.

B-16 and B-8 target as noted above are what you need.

The B16 is what you want for slow fire. i use it a lot when I don't want the walk.
