Crimped primer .38 Special!?!?!? Empty Crimped primer .38 Special!?!?!?

This is a thing? I ran into a bunch of Federal .38 Special that I had fired last year that have crimped primers. Is that weird or have I just been super lucky to have never encountered it.

Precisely what is marked on the head of the case?
