Question about selling ammo
I’m helping a friend clear out his gun room in preparation for a move. I have a rather substantial amount of rapid fire short ammo that I’d like to offer for sale here.
My question is, is it legal for me to sell ammunition without an FFL? I’d like to help out my friend but don’t want to get in any trouble doing it.

I am no lawyer, so take it with a large grain of salt, but I think ammo reloaded by an individual without the appropriate FFL can't be sold legally. There is also some liability risk in case there is a double charge or other problems in the ammo.
When I helped a friend's widow sell his guns and equipment, I shot my friend's ammo myself. If there had been a larger amount of ammo I probably would have given it away to people I know well and asked for a donation to one of the clubs my friend was a member of. I am still not certain if that would be legal as I or my friend did not receive any benefit, but someone did.
I just re-read the your email and if you are talking about 22 Short ammo that was used in International Rapid Fire then I don't think there would be a problem. Commercially reloaded ammo can be resold, or at least it is very common out in the world.

Yes, it’s RWS R25 and Eley Rapid Fire Match. Twenty thousand rounds. Not much of a market for it which is why I’d like to present it to a broader audience. I know someone out there has an old rapid fire pistol they’d like to shoot with proper ammo.

I've never shipped ammo. I think you can just declare it to UPS or FedEx and put the proper ORM-D stickers on the box, but that would be worth looking at their website to make sure you follow the rules.
There might be some people here that are interested. Targettalk.org is another place people might have old RF guns. Of just go to GunBroker.

You can sell ammo and ship ground. Just write ORM-D on box.
It must ship to person who is LEGAL to possess.
You can not reload and sell without a "manufacturing" license

I have shipped ammo via UPS many times. As long as the proper label is placed on the parcel, NO PROBLEM!
You should probably include the quantity of each brand of ammo and the asking price.

^^^ This. And confirm for yourself that the recipient’s state (and your state) allow for ammo shipments by individuals to individuals. Under federal law, you are good to go so long as you comply with the DOT hazardous materials shipping regulations (quantity, type, labeling) and tender to a commercial carrier. Note, USPS will not accept hazardous materials.

You can ship by ground and sell ammunition. Just mark the box with ORM-D.
