Looks like Precision Bullets in Kemp, TX, but I believe they have closed down.

IF THE BASE IS CONCAVE. IT APPEARS THAT IT IS. IT SHOULD BE WINCHESTER WHICH HAVEN'T BEEN AVAILABLE IN A LONG TIME. WINCHESTER WERE VERY ACCURATE AT 50YDS.

Looks like the bullet I order from Midway in 2019. No longer available. Remington 38 caliber 158 grain. Shoots good out of my Smith.
